Yes, due to space limitations common to most multifamily residences, a recycling system must be tailored to each individual complex.

5. Why wasn't the yard debris that my yardman placed curbside picked up this week?

Yardmen, as well as landscape contractors, lawn maintenance workers, tree surgeons, etc., are required per City Ordinance to remove any debris they generate. The City is not required to remove contractor debris.
