COVID-19 Disaster Recovery Grant Program

The COVID-19 Recovery Grant Program has been extraordinarily successful in that as of close of business Wednesday, May 6, 2020 over 1,400 businesses and residents were pre-screened for program participation. Due to this strong level of participation, the pre-screening process ended Friday, May 8, 2020 at 12 Noon. City of Fort Pierce staff will then be contacting applicants and potential applicants to assist with collecting the required documentation.

The City of Fort Pierce has established a COVID-19 Disaster Recovery Grant Program to assist households and businesses in Fort Pierce with relief from the COVID-19 economic disaster.

HOW TO APPLY

Applications will be accepted from Monday, May 4, 2020 until funds are exhausted. Only complete applications will be accepted. Each completed application will be reviewed and evaluated based on the eligibility requirements below. Priority will be given to industries directly impacted by the government order. Once approved, grantees will be notified on a weekly basis, and funds will be disbursed within 10 days of the award date.

Prior to submitting an application, please review the program description, requirements for eligibility, eligible uses of funds and reporting requirements, and gather all other REQUIRED DOCUMENTS for this grant.

COVID-19 RECOVERY GRANT PROGRAM

COVID-19 Mortgage and Rental Assistance Grant 

The COVID-19 Mortgage and Rental Assistance Program is created to assist eligible City of Fort Pierce households with temporary mortgage and rental assistance in order to avoid displacement due to loss of income as a direct result of COVID- 19. The assistance is limited to a one-time payment equal to a maximum of 2 months’ rent, not to exceed $3000.00. Applicants must be able to evidence loss of income due to COVID- 19 and have no other available resources. They must not have utilized any other services for rental/mortgage assistance for the timeframe of payment request.

Eligible Properties:

Eligible properties must be located within the limits of the City of Fort Pierce. 

The following types of housing units are NOT eligible for this program:

  • Hotel/Motels
  • Rooming/Halfway Houses
  • Properties owned by an immediate family member of applicant (parents, stepparent, children, siblings or grandparents)

All landlords or mortgage companies receiving funds under the program must complete a W9 for tax purposes.

Rental Applicants

  • Applicant(s) must have a lease in their name.

Mortgage Applicants

  • Applicant(s) applying for mortgage assistance must own and occupy the property as their primary residence.
  • The property must not be in foreclosure or listed for sale.
  • Applicant(s) must first attempt to receive assistance from their lending institution before applying for the City of Fort Pierce’s COVID-19 Mortgage and Rental Assistance Grant. Applicant(s) must provide documentable proof that they attempted to receive assistance from their lending institution in order to be eligible for the City’s grant program. Applicant(s) who have received assistance with their mortgage may not be eligible for the City’s grant program.

Small Business CDBG Emergency Relief Grant (Under 25 employees)

The  Small Business CDBG Emergency Relief Program is created to assist small businesses (under 25 employees) with short term working capital assistance to enable the viability of the business and the retention of jobs during the closure or severe interruption of business related to the impact of the COVID-19 pandemic and resulting social distancing. The assistance is limited to a one-time payment, not to exceed $3,000.00. Applicants must be able to evidence loss of income due to COVID- 19 and have applied for federal assistance. We will prioritize businesses that were more severely affected by the state and local closures*. There is no guarantee you will receive a grant.

Eligibility Requirements:

  • Businesses must have current City of Fort Pierce Business Tax Receipt.
  • Businesses must have documentable information to evidence loss of income, reduction in hours or employees as a result of the COVID-19 pandemic.

        • Most recent Monthly or Quarterly Sales and Use Tax Report
    • All other ownership types
      • 2018 or 2019 Federal Corporate Income Tax Return (form(s) 1040, 1065, 1120, 1120S)
      • Most recent Monthly or Quarterly Sales and Use Tax Report
    • Copy of Driver’s License, state id, voter registration or passport
    • Full employee listing (as of January 1, 2020 – March 31, 2020)

Eligible Uses:

  • Commercial Lease payments (April, May 2020)
  • Commercial Mortgage payments (April, May 2020)
  • Employee Salary and Benefits and funding existing Payroll    
  • Other Sales, General, and Administrative expenses deemed critical for business operations
  • Utilities    
  • New equipment needed to assist the business to a temporary digital transition (e.g. webcams for virtual trainings, software licensing for videoconferencing, etc.)

Small Business COVID 19 Relief Grant (26-100 employees)

The Small Business COVID 19 Relief Grant Program is created to assist eligible City of Fort Pierce small business (26-100 employees) with short term working capital assistance to enable the viability of the business and the retention of jobs during the closure or severe interruption of business related to the impact of the COVID-19 pandemic and resulting social distancing. The assistance is limited to a one-time payment, not to exceed $7,500.00. Applicants must be able to evidence loss of income due to COVID-19 and have not received federal assistance. We will prioritize businesses that were more severely affected by the state and local closures*. There is no guarantee you will receive a grant.

Eligibility Requirements:

  • Businesses must have current City of Fort Pierce Business Tax Receipt.
  • Businesses must have documentable information to evidence loss of income, reduction in hours or employees as a result of the COVID-19 pandemic.
  • Businesses must not have received any other federal assistance for COVID19 disaster relief.

*Defined impacted eligible industries include:

  • Restaurant (includes full-service, limited-service, and café establishments)
  • Bar
  • Retail (physical brick-and-mortar establishment selling merchandise)
  • Personal Service
  • Hair, beauty, and other personal services (salons, barbers, massage parlors, tattoo, spas, etc.)
  • Personal care services (child, disabled, & elderly care services, funeral services, etc.)
  • Laundry services (dry cleaning, laundromats, garment repairs and alterations, etc.)
  • Cleaning services
  • Pet care services
  • Personal and household goods repairs & maintenance
  • Fitness centers and gyms
  • Event spaces & services

ELEMENTS OF GRANT APPLICATION 

All grant funds will be dispersed to landlord/mortgage company or to business name directly. Applicants must submit a completed business W-9 form – please click here to download a blank W-9 form.

ELIGIBLE USES OF FUNDS AND REPORTING REQUIREMENTS

Grantees shall keep all receipts in case the City of Fort Pierce requests them. The City reserves the right to audit the records. Grantees will receive a Post Grant Follow -up Survey in 6 months.

MISCELLANEOUS INFORMATION

The City reserves the right to alter, cancel or discontinue this program. In the event that an applicant is denied funding, that determination is final and there is no appeals process. It is important to note that the financial information required by this program may be subject to public inspection or disclosure as required by federal, state or local law, including the Florida Public Records Act.

Financial institutions, banks, lenders, landlords, publicly traded companies, nonprofits, elected and appointed officials, and City employees are not eligible for this program.
